I hope so.. backlinks will have importance in any search engine algorithm because, it is how the SE's measure the popularity of a page or website. It may not have the significant effect as in Google Algorithm but certainly will have an impact on bing

I believe that it will. On my sites that are heavily backlinked, I have seen a good stream of traffic from BING. It has actually surpassed Yahoo traffic on most of my sites.

Well the good news is the traffic from Bing has increased dramatically in the recent days inspite of the decrease in search share of Bing last week. Hope Bing and Yahoo get together soon and provide a good competition for Google.
